He can have the CDC issue an order basically just like the CDC eviction mandate, which is very likely going to be soon revoked for lack of legal authority - an issue that the Supreme Court has already ruled on.
If he wants to do it for virtue signaling purposes for the squad and for his rabidly radical far left base, then that might be a way to go. But without a fresh law from Congress authorizing such action, that is very likely going to get smacked down, too. And for the same exact reasons.

The governor in my state is leaving it up to individual school districts to decide. I think that's the most rational way to handle it.
