No. He suffered two aneurysms in 1988, had 2 brain surgeries and has developed dementia over time as a result of the damage.

He is also corrupt.

I did a little bit of searching to see what the Marines notification process is since it has been questioned.

I know Army notifies between 5am and midnight.
It looks like the Marines had a similar one.

This also said that they are to be notified within 8 hours. I can say my notification happened with in 6. Even though the time he was shot I instantly felt sick and that something was off.
