I think you are misunderstanding. None of this is accusing Trump of being a warmonger. What it implies is that he was emotionally unstable (not my observation -- the implication of what is said in the book)......

Can WE agree that China has enough nuclear missiles and means of delivering either land base, sub launched or an “one-way” Bomber cruise missile launch capabilities to take out Anchorage, AK, Boise, ID, Seattle, Portland, San Francisco, Los Angeles, San Diego, Salt Lake City, Las Vegas, Phoenix, Denver, Chicago and many more US major cities further to the east?
Yes, we could and would level all of China in a counter-strike, but that’s meaningless when 2/3rds of the United States is basically “gone” for hundreds, if not thousands of years.

No we cannot agree to that. Change the "and" to "or" and maybe we can agree. If we conducted a first strike China would lose 90% of their nukes. But this is a distraction. We wouldn't nuke China even if we could pull it off without any American losses at all.
