Teleprompters were not used at Regan times. He had Alzheimer or pretended he did when he forgot all about the Iran contra affair. Typical Republican.
He didn’t get Alzheimer’s till either the very end of his Presidency or after, even if he was starting to have signs, he still did better then all the other presidents including Clinton and Biden. Imagine that.

You are correct. Biden can barely read the teleprompter, much less answer unscripted questions.

There are instances where statements can be taken too literally.
Biden's statements of "they won't let me", "they will get mad at me", etc are his way of avoiding questions he doesn't like and/or doesn't want to answer.
As an example, my boss has told me many times that I can "blame" her for some hard/bad news I've had to deliver to someone as it was, ultimately, her decision. The implication being she would take the nasty phone calls afterwards.
Biden is brushing these questions off as "they" are the ones responsible for his actions. Unfortunately, we have no idea who "they" is. (I'm assuming all those folks that voted for him because aren't the American citizens his boss???)
Everyone, everyone, who faces a camera uses a teleprompter. Why did this not worry you when Trump read from one. When he swung his great body from left to right to center, that is what he was doing. He could not have put a sentence together if not. it is a wonder he was able to read.
Presidents choose to take questions when they wish. They have a person, Jen Psaki, to meet the press and answer questions everyday. Turn of Fox News and tune into that every day. All stations carry it. Every day. That is her job.
cmon, we are not 4 here. It is easy to tell when people are ON teleprompter or simply using it in outline form, ESPECIALLY trump. If you cannot tell, then you need to quit being an analyst.
Biden, cannot recall memory so he is simply reading. If you watch his face and eyes, you know he has never seen the material before (which everyone else, even trump, HAD) in fact at times, his expression when dictating new policy is more of a 'what the heck am I saying?????'
In a REAL speech, there are 4 or more teleprompters with bullet form data, just look at the camera pull back angles when they show the crowd or reactions. Biden fixates on one and one only readers digest size teleprompter with EVERY word he is supposed to say. He even SAID SO. Numerous times. How many more times are you going to listen to him tell you what he is allowed or not to say or do, before you realize he aint go no clothes? Who is actually setting policy? Ivy league, never military, un-educated idiots like Jake Alexander who engineered our afghan strategy? Lord help us.

Reagan died in 2004. His last year of office was 1988. that is 16 years. People live 4-8 years after diagnosis. Reagan, in a letter contained in his library announced that he WILL have alzheimers, in 1994 after he was found to have onset markers, NOT the disease, in fact, once the degeneration started, he progressed on target. This is all long well documented.
