Instead of calling it a league for men and a league for women, let's make it be a league for people with XY chromosomes and a league for people with XX chromosome.
Then set the testosterone and other hormone limits for the typical parameters of those groups.
So, what is now the women's league would be called the double-X league and entry restricted to people having XX chromosome and testosterone levels less than 75 nanograms/deciliter.

Exactly. Duke did a study and found that 15,000 men and boys beat the female Olympic Gold Medal runners times. They wrote:
