If Larry Elder or John Cox etc. become Gov tomorrow, will they just be stonewalled by the far-left CA Assembly and Senate, just as Ahnold was after far-left Democrat Gray Davis got kicked out in 2003?

Getting rid of Gavin Newsom is a good first step. But it's only a first step. The remainder of the CA government is as extreme-left as he was, and they will simply refuse to pass any bills that might start solving the problems. So the new governor, whether Larry Elder, Kevin Faulconer, John Cox on any other normal person, will be unable to get anything done.
The only real solution is to get rid of Newsom AND start kicking out the leftists in the Assembly and Senate.

The problem is that the Democrats hold a Super Majority in both houses of the Legislature. They technically don't need the Governor to do anything. Because even if the Governor tried to veto a bill they can override his veto.
Either of them would at least provide a Speed-Bump in creating legislation. He can propose legislation and they can refuse to act on it. If they just pass their bills as they want it. The bill would be vetoed and then the Legislature would override it. That will look like an abuse of power and them being the "roadblock". Which would actually help Republicans gain back some seats.
At this point, I would take a year of inaction keeping at least the Status Quo, over what the Democrats could do to this state in that same time if Newsom stays in office.
