Your own link says the law applies to them, the lawyer you quoted simply says you would have a hard time proving they got the info that way. Specifically in the context of Senator Richard Burr who this article is about, who claimed he did what he did because of news reports.
When members of Congress trade on info they've learned in committee, it's insider trading that they can't be prosecuted due to the immunity provided by the Constitution's Speech or Debate Clause. That's how Pelosi and many other members of Congress got so rich. It certainly wasn't off savings from their Congressional salaries. They traded on info disclosed by companies in committee that was not disclosed to the general public. In short, they traded on insider information and got extremely rich.
I see it as a sort of performance art that's sarcastic and intended to be social criticism art. She must realize how it looks and she is making fun of the Democrat "tax the rich". She is well aware of all the DC backroom deals and corruption and she plays the game.

You obviously don't understand the difference. The information in this case was obtained outside the legislative process, and therefore legally unusable.
As already mentioned, inside information gleaned from committee hearings or testimony before Congress by business interests can legally be used by an elected member for trading due to the immunity granted them while Congress is in session.
That's why, when Harry Reid, claimed that Romney had never paid income taxes he couldn't be sued for libel/slander, Congress was in session and he said it on the Senate floor.
The rich already pay for most of the federal income taxes and capital gains taxes collected by the government.
The top 10% of income earners pay over 70% of the income tax revenue collected by the IRS.
Last year, 60% of Americans paid ZERO federal income tax.
The highest income earners are literally footing the bill for much of America.
Show a little appreciation!
They're carrying our country on their shoulders, and they often don't complain. The only people complaining are the 60% who pay ZERO taxes and yet keep complaining about the rich not paying enough.
I could support the message is it was"Tax Everyone Something", the 48% that pay ZERO Federal Income Tax needs to addressed. Those are the very ones that complained they did not get a Tax Cut!
If she had a dollar for every Trumper whose noggin she lives in (rent-free), she'd be worth at least $50 million. I look forward to seeing what she can accomplish as the president of the USA.
If AOC ever become president.... I'll eat a dead dog's _______
Well, she is wearing a 'tax the rich' dress to a party that each ticket costs $35,000 each. And to be able to afford that, you'd have to be rich.
Sounds like she found her target audience to me.
