No idea what "flagship high school" means and the school is in Sammamish, not Seattle. If you mean to imply it is the highest rated school in the area, it isn't. It isn't even Top 10 in the U.S. News rankings.

No, it merely means he isn't a micro manager, but probably needs to be. When he heard what his staff member did, he should have apologized to the student leaders and told them to continue with their plans, then counseled the staff member on how to make better decisions.

There was NOT "more to the story". It was a bad call by a school staff member and the Superintendent and Principle need to just say that, it was a bad call, they are very sorry it happened and they will work harder to educate their staff on appropriateness.
