More specifically, he increased funding for mental health. He moved agencies and funding around, to consolidate. So you can be disingenuous and call it a cut to agency A, but the money and responsibilities were moved to agency B. Looks like a person who was already pretty obviously disturbed snapped after he lost his job. The article is written with the clear intention of making this look political. We don't actually know that it was.
First, they were neighbors. There was history. Even no history is a history between neighbors.
Second, even the article stated that the motivation was "in part" due to politics. They didn't say what other parts there were.
Third, did you make it all the way to the bottom? Did you read the whole thing? The guy's a nut. I don't think his politics is all that relevant to his sanity.

If agencies are being restructured, so that funding for mental health is moved from one agency to another, is funding really cut, or is it just the results of restructuring and reallocation of funds?

It is horrible of me to say, but if this happened more before the election, we not have the border crisis right now. A-Stan not be abandoned. All the cray cray policies not even be on the table. POTUS election is very important. It literally is a life or death situation.
