Then why are they a lot lower for white people in the exact same circumstances?

Values begin in the home. If education for example isn't considered important there's a good chance a child won't do well in school. Rising a child is difficult enough. However, for a 17 year old single mother with few marketable skills the task is almost insurmountable.
Unfortunately, I don't think this will end well for many inner city AA communities. At some point the towel will be tossed in and we will see a backlash. It won't matter what stats prove or don't prove regarding incarceration. Lock them up and toss throw away the key will be the answer. Discussions will then turn toward finding more cost effective ways to build and maintain prisons.

Well, what else causes criminal behavior outside of broken homes, a violent and desperate upbringing, and being raised in violence? Violence gets taught. People learn to be criminals from somewhere or someone.

The 13 year old was likely trouble the day he was old enough to leave the apartment by himself. The only thing unusual is the age. Kid didn't wait until he was 15 or 6 before trying to kill someone.

Red states have the highest murder rates. Governors in Red states are focused on "Culture Wars" and could care less about "Black Murder Rates."
Republicans didn't back the "Build Back Better" bill, which includes $32.2 billion to put "more police officers on the beat" through state and local grants and community violence intervention programs. Like the "Law and Order" myth, "Culture Wars" is also myth.
