The real story is the fraud that occurred. The report had a lot of issues, however in a state where Biden won by 10k votes, in one county alone there were 34k duplicates submitted (ballots printed by a 3rd party) piecemealed in 4 days prior to the election. Additionally it was expected that 95% of the votes that came in post-election were not legitimate either. That is just one county, now extrapolate that across the state and the states that are of suspect.

Trump feeds off his crowds, tells them what they want to hear sometimes, embellishes.
But he doesn’t really believe he’ll be reinstated. That will only happen if he wins the next election. He knows this.
His main point is that they stole the election and he is the rightful president, which is all 100% true. But then he gets caught up in the moment and sneaks in a few whoppers. Why? To troll the left, and give red meat to his true believers.
