In the times Pirates became a problem for several countries, some countries license Pirates. Those were Buccaneer pirates, with the state taking a cut of the bounty. Cops are the modern version of Buccaneer pirates. Cops make these pretextual stops in hopes they can escalate a minor traffic infraction(commerce) into an arrestable offense, for the bigger bounty. De-escalation training is thrown out the window. You are property, until you are not.
