Interesting, but I thought the supremacy clause would overrule this? Sounds like quite a court fight is on the horizon.

good for him. I didn't like what he did with Ercott/Energy outage but outside of that hes been a pretty good governor

If congress actually passed a law... A mandate from the governor holds more weight as he can punish corporations.
It is a clear 10th amendment issue.
