This isn't even a debate over learning the language of the country you reside in (which one should of course), but possibly false claims by the plaintiff.
The transcripts of the 9-1-1 calls should settle things.
It should therefore be easy to hear who is telling the truth.
The International Emergency number is 112, and in some countries such as the UK, there is a silent number, if you are in danger but can not speak, it's 999 or 112, and after the operator answers press 55, to confirm you are in danger.
As for foreign languages, the UK and many other countries have over 150 language translations available in relation to emergency calls.
If you’re deaf, hearing impaired or have a speech impediment you can contact emergency services via text (SMS).
When the truth comes to light the claimant should be prosecuted for frivolous litigation and defamation of character.
