I agree. To fulfill HIS plans. As in - Trump's plans. Biden, after he frolicked with executive orders for several months, realized, that country is broke, that he has no idea how to fix it, that man before him at least had some common sense plans, renamed those plans from "Make America Great Again" to what it is now - Bring Better America Back? (what's the difference?) and usurped rights top those plans.
I don't understand what you're saying. Trump had no infrastructure plans. Trump even kept talking about a infrastructure "week," just one little week, and that didn't even happen.
