It's not just a personal tax you pay..you will also pay the added tax that everyone in the supply chain has to pay when you buy goods.
Do you think those people are going to "eat" the tax themselves ?
Why wouldn't you just charge a certain amount of tax per kw/h? You put an EV charger on it's own circuit, and charge the appropriate amount of tax based on usage.
At least they are studying the idea before implementing it. As I understand it, this is to eventually collect road use taxes from electric vehicle owners who are not paying their share of road repairs via gasoline taxes.
I dont see how tracking cell phones would help. There is no way to distinguish the car owner from passengers. And how would they know if a moving cell phone was in a car vs a bus or train.
The government already knows where, how fast, and when you drove your car.
Well, they might not, but Facebook, Google, Verizon, and a host of others already track that information and all it takes is a warrant from a Federal judge for those companies to hand over the information to the Feds.
There was a interesting one line in a Wall Street Journal article on Facebook. Facebook sells its average user data for $200 each year. If you are a high net worth individual I suspect your data sells for much, much more by Facebook.
Google sells your search history, and also does searches on your gmail.
Verizon knows every phone number you have dialed in your lifetime, plus the location of that call. It also knows everywhere you went that had cell service.
As for distinguishing between the car owner and passengers that is pretty simple. You check the registered owner of the vehicle. You compile data on the names of people that routinely use that vehicle whether as a driver or passenger. Probably in most cases your family members.
BTW the mileage charge applies to the vehicle not the owner. Though in the end, the owner will be responsible for all charges just like it is with toll roads today.
Do some reading on relational databases.
The state of Washington sells the voter registration rolls in the state along with other voter data in their possession. A friend, did some political work for a candidate and just as a test looked up my ACTUAL VOTES. It was just a "little" mistake by somebody that did not understand relational databases. I assume they fixed it.
Doesn't really matter. Washington is a vote by mail state....so we don't have a secret ballot anymore anyway!!!

This tax would not be for EV's...it's for everybody who drives..personal and commercial.

So what, let roads and bridges fall apart just to not raise food costs? Doesn't seem like a good long term solution.....

The gas tax is for road maintenance and construction, and the revenues are falling as cars get better mileage and as more people buy electric (which don't use any gasoline)

Go read the bill and see how LITTLE money is actually going to fix roads.

You already pay the cost of shipping on goods that come by truck, because truckers are currently paying gasoline/diesel taxes when they fill up.
