The article didnt say but I am thinking that this doesnt apply to every type of job. For instance, if you are in charge of maintenance for a building and a pipe burst, are they just suppose to ignore it until the next day?
Plus doesnt this potentially limit possible opportunities. Joe calls out sick, boss calls you on your day off asking if you want to cover his shift and make more money. If this law is strictly followed then that cant happen.
Personally I worked, acted the part of, dressed and studied for the job I wanted, not the one I had. If that involved answering a call after hours, so be it. Once I was on vacation (at a ski resort, 2 time zones away) and broke away for a problem that came up. Somehow I seemed to get promotions and choice projects. No, I didn't feel like I was being used at all. If it got overwhelming I'd have a talk with my boss to see what could be done about it.
Now retired, I work with several non-profits and put the same effort into those - and get perturbed when others don't. Probably I need to scale back some.
I didn't "owe my soul to the company store" but I did try to make myself valuable.
It was in my industry..software development for a multinational company.
Software going rogue on a computer in a big bank doesn't know "business hours".
This.....!! Some work at home employees are expected to be available 24/7 to the point where it becomes abusive with a severely negative impact on work/life balance.
Nice. This idea because we have smart phones we are supposed to just be "on call" and drop everything to come to work on the fly when someone calls in sick, not gonna happen. Off the clock is off the clock. Now if I had a more important position that paid more, such as our engineer, I'd be more accommodating, that or if they paid 2X pay for short notice work instead of 1.5X... incentive to do it. I cover my ass by having good attendance and not abusing sick leave policies.

It was beepers before those smart phones came into being so it's wasn't due to smart phones.
