When you do not enforce the law, expect crime to escalate.
Criminals will calculate the "risk/benefit ratio" and determine whether a crime is worth the risk. When cities publicly state they will not prosecute crimes under $900, they are ringing the dinner bell for thieves.
This scenario is repeated time and time again. LIBERALS NEVER THINK THINGS THROUGH BEFORE THEY IMPLEMENT POLICY. As a result, most liberal initiatives end in disaster.

Laws like this probably came about because somebody's little boy or girl got caught then mommy & daddy went crying to their local politicians please don't give jr a record their life will be ruined( probably already was). Sometime jr really is on a criminal path/road to nowhere.
If what they stole is under $950 then they will just get charged with a misdemeanor.
