It's all about the narrative. How can Biden <wink-wink> let people know that he is a radical anarchist like them, without saying it? He let's them know he's angry, which is dog-whistle talk for "I'm with antifa and the BLM terrorists and wish rioters were given free reign to burn and loot, but I cannot say it publicly."
