Looks like a local homeless woman, the store people knew her. The pickaxe could have been a plastic prop from Halloween. That kind of stuff is not unusual in Venice.

No doubts this was a planned 'shopping spree,' her mannerisms, what she's wearing, she goes to the counter to get cigarettes and then hangs out just yelling about stuff. Like she's waiting for something to happen. Like someone to try to stop her or the cops to show up.
How do they know a theft has 950 or below? Is it 950 per theft? 950 per day? 950 per store? lol
I hope robbers come out in droves and steal from all these dem cities in masses. It's what they deserve. Let's see how fast all the shops close down and leave. We already have people leaving these poorly run states. Soon they will learn this isn't such a great idea. Dems are dumb like that to think defunding the police and allowing people to steal 950 or under, was ever a good idea. Duh, any republican could have told you that. It's called common sense which the left lacks.
Don't wish crime on individuals or business owners. Send the theives after politicians. A group of 100 could legally steal a $95,000 car, right? $950 each.

I think that any District Attorney outside of Los Angeles or San Francisco would make an armed robbery case thus the $950 limit would be moot.
