Maybe the lawmakers should examine their own failings. ESA legislation was a bad idea from the start. I remember the first time I heard about "emotional support" animals status. It was ridiculous and the fraud predictable.
It is so common now days to see dogs drooling on the produce at the supermarket. I remember visiting California and eating on the patio of a really nice restaurant. The dog next to us chose to take a dump feet away from me just as our appetizer arrived. Not even a reaction from the owners. Dogs don't belong EVERYWHERE.
Based on the article in the OP, this is a pretty useless law. It really isn’t going to change much, as it doesn’t outlaw dog owners from representing their regular pups as ESAs. About the only provision that might have an effect is the one requiring practitioners to actually know their patients for 30 days or more before writing letters for ESAs, but even then, all it takes is a little planning to get around.
Yeah this is hard to police. Largely because stores are in a bad spot of having the stores be subject to lawsuits due to the ADA if they throw someone out for a fake ESA. I don't like it, but stores are in a bind.

Well it isn't just that, the ADA law decrees that if an animal is declared a service animal, you cannot ask most questions. You are limited to "What does the animal do for you?" type questions.
Mini horses are no longer recognized as service animals.
Do you have a source for this? Everything I can find says miniature horses can still be used as service animals.

ESAs are not covered by the ADA. They might be covered by state-specific legislation, but that is it.
