Remember it is a judged on how you look event, not just who does the most spins in the air. Randy Garner got injured right before their Olympic program due to the stress of lifting Tai Babilonia caused the female partners to get smaller. Even if both men throw each other the judges might not be willing to vote that they look as good as the man who throws the smaller woman a further distance.
But then as a judged entertainment and not a higher faster stronger "sport" you don't know how the international judges will fall on the issue. Expect low scores from the People's Republic of China judge for "they" if the Chinese government has any influence on who is sent in to judge.
