Yes, by the Woke SJW's that blame all the problems on white people. They themselves suffer from the White Guilt Syndrome and there is nothing that they can ever do to absolve the sins of the ancestors of ALL white people.

These are the types that will blame oppression and systemic racism that weighs heavily on the heads of every single black or brown person as to the reason they are brutal to each other and can't seem to stay out of trouble with the law. Wether family, friend or favor to complete a political deal this type of government hiring is more common than many think especially when there are more applicants for ANY government job than they know what to do with. It goes all the way down to a receptionist or janitor in a building. Politicians use their influence and position for favors, they get you a job you will owe them something. I've lived in towns where it's known if one wants to work for the government unless they know a politician they have to volunteer for one for 6 months to a year then apply after when the politician can be used as a reference.

Political appointments and/or jobs are about deals and favors.
