Interesting responses so far, but still not much discussion of my fundamental question:
Should individuals and businesses have more freedom to do what want, regardless of the potential harm to individuals and society? Or should individuals and businesses have less freedom, for the sake of reducing harm to individuals and society?
It seems like there have been lapses in law enforcement in some areas of the USA. Shouldn’t conservatives be happy about that, since it means less government intrusion in peoples’ lives?
Why should government be responsible for public safety? Isn’t that nanny-state socialism? Shouldn’t individuals be responsible for their own safety via the Second Amendment? If an individual can’t defend themselves without the help of police, then don’t they deserve to die? Isn’t that just natural selection at work? Surely we don’t want weak people surviving and passing on their inferior genes to another generation that will be dependent on police just to survive.

Wrong. What you described is a Libertarian.
Conservatives favor more government when it suits their purposes. Examples:
Anti-gay marriage
Anti-abortion
Pro-School prayer
Anti-drug
Anti-union
Actually, we just want people to behave themselves and act within the law.

The Police should provide enough protection that people can safely conduct business, and safely move throughout their cities without fear of assault by criminals.
Democrats prefer to provide shields and safe haven to said criminals, as long as the criminals say they are members of their preferred groups, regardless of criminals intent.

The whole conservative philosophy boils down to this: let nature take its course without government interference. Why should the government be responsible for public safety? Shouldn’t individuals be responsible for their own self defense?
Government is incompetent at everything they do, so why would you want the government in charge of public safety? Not only that, but prisons, courts, and police forces are expensive. Imagine the tax dollars that could be saved if we got the government out of public safety.
Law and Order is external. We want the government to be visible to discourage potential crimes between individuals.
Less Government is internal. We want the government to stop at the front door.
