The early days of Saturday Night Live had a skit with Richard Pryor and Chevy Chase about a man who wanted to see his file(I think right after some news about foia requests) Long story short at the very end Chase;the government guy instructs his colleagues to create a file on the guy that just walked out(Pryor).

It was true now and then. The initial ask for private information isn't just for it's stated/known purpose. Stores have all sorts of promotions including the bottle of soda for a credit card application and a discount off the first purchase. That's peanuts for the dollars they will get selling that information. Same for the government except they just give it to other agencies.

But the key/focus is the 'objector' not the substance they refused.
