He had to watch TV, that's where he got his advice. So to that extent watching TV was "work".

Trump's Administration would have had the same costs no matter where he stayed.

I doubt the secret service is spending $400 per night for a hotel room, like Trump used to charge them. I doubt you could find a $400 room in Delaware in winter.
