At least in Texas, this is no longer the case. Prisoners suffer the loss of their freedom, and that's officially supposed to be it. Guards no longer look the other way.

I thought Texas had the worst prisons in the nations. The issue is taken more seriously by the government today than in the 80s and 90s.

Nope. Texas Department of Criminal Justice is actually quite forward-thinking compared to some others.
