Bill Clinton visited Honolulu during his tenure. He stopped by in Waikiki. And he gave a apology letter from the U.S. 200 years since the over throw of Hawai'i and their monarchy. Health care reform was out of wack. This was important then to a lot of people. Taking a stance on health care Bill Clinton needed the backing of the health industry. I think they cited Bill as having insufficient information on the matters of health care. For those who were out of a job and were in need of health care in 1994.
