Doubt it was willful and even the huffpo article calls it an error in your own link.
Don't get me wrong, Bongo or whatever his name is and others will play fast and loose with the truth to the point I cannot fathom wasting a second listening to them but in this instance they likely misread the list and posted it in reverse and then let the rant begin.
Goes for all of them, Tucker, Bongo, Maddow, Grace you cannot given them an ounce of trust that what you're being told is accurate and more importantly what they're intentionally not telling you.
Wow, a network person makes an error and they correct it within a few hours. I can see why this will be difficult for some. Because if it was a more "Liberal" outlet, we would be hearing excuses as to why it wasn't a mistake, and then 2-3 weeks later the "correction" would end up on the back page of a newspaper or a 5 second "Mia Copa" statement at the end of the broadcast before the credits run.
But in looking at the detail of the actual report it was interesting on some of the metrics they used.

Under Green Space one factor they use is to determine the Quality of the parks by the amount of spending. Now San Francisco is ranked number 1. Wasn't it just a few months ago that Pelosi got 200 Million dollars for a Park in San Francisco.
I guess a city could have some of the best parks in the world, but if they are more financially responsible and don't just throw money around at them they must be horrible...at least according to this survey.
Reversed, changed a city, and replayed it with same commentary but just took out that graphic...
So they changed it from an incorrect partisan rant using erroneous data.
To an incorrect partisan rant using no data.
What does anyone expect from these shock-jock talking heads, it's just a constant up-chuck of bad information.
Frankly it's just preaching to the choir for ratings, I can't really fathom any sane moderate even watching that garbage let alone changing their mind.
Fox Entertainment is rarely ever right. It should only be viewed as an escape from reality.
