Because the demographic is overwhelmingly white and young. Parents are seeing their kids dying and it has gotten worse and worse over time. Pandemic hasn’t helped things.
There are calls for action and not much has worked.

Not sure if this is a good program, so I’m not defending it.
We will see if the death rate starts to decline.
I don’t think American wants these kids dying, even if they are to blame.

How is any of that the problem of the Federal Government and it's taxpayers?

It is what the taxpayers want. For good or for bad.
They want their kids alive.

How do you know that's what the taxpayers want?

New compassionate plan. I could get on board this one if taxpayer also gives them all the meth and crack and "heroin" they want to put in that pipe. Soon enough the problem will disappear.

You forgot, or maybe you just don't know, that the drug use exploded during WWII, and especially Vietnam war, when the U.S. military plied its servicemen with speed, steroids, weed, LSD, painkillers and other addictive, psychoactive stuff to help them handle extended combat, to prevent mental breakdowns from combat stress, to keep them numb and happy in a state of euphoria.
They readily supplied the troops in Vietnam with speed aka “Pep pills”. Doses of amphetamine were issued like candies. They were supplied by the U.S. government. (amphetamine, as we know, increase aggression as well as alertness.)
The administration of stimulants by the military contributed to the spread of drug habits.
The Defense Department not only distributed millions of amphetamine tablets to troops during World War II, Vietnam and the Gulf War, but I am pretty sure during the recent wars too.

Other people learned from them that drugs can deliver some sort of "happiness", that's how the drug use spread from soldiers to civilians.
Drugs use lead to loss of jobs, families and homes...

It got so bad and widespread that in the 70s, President Richard Nixon formally launched the war on drugs to eradicate illicit drug use in the US.
He inaugurated it at a time when America was in hysterics over widespread drug use.
The war on drugs continues, but it's extremely hard to combat.

Maybe you should read about to better understand the problem.

Just waiting for them to be considered medical equipment.

Which could mean they would be eligible to be covered and paid for by insurers.
