Tomlin must be your main example for your statement of blacks having a higher regular winning percentage than white coaches since the Rooney rule, but please do post proof of that?
Like we’ve seen in Pittsburgh over the last many years, regular season wins don’t mean much as standards are higher, and only 3 playoff wins in the last 11 seasons has been very disappointing, but Tomlin is a great regular season coach.
That's the knock on him. Granted being in the same conference as the Patriots hurts your chances a lot. 2014-2017 they had their chances. Especially 2017. Jacksonville had their number that year.

The NFL DOES have policy that states for EVERY coach opening job a black HAS TO BE INTERVIEWED!
Doesn't mean they have an actual requirement that a black coach be hired, just that one be interviewed.
I would argue that having a policy that rewards a black hire with extra draft picks is a violation of the Civil Rights Act, because it penalizes for NOT hiring a black coach. But nobody has brought suit, so it gets to keep happening.
I asked before, got no answer, other than THIS year, when the number went from 5 to 1 for HEAD coaches, what percentage of COACHES in the NFL are black? (hint:35-40%)
so if we are going to push the affirmative action, equity/equality narrative, should not the number of black head coaches be 13%ish of 32? ditto assistant coaches? ditto players? otherwise you have to point out why one inequality takes precedence over another.
