How about instead of spending 500 million, we become energy independent and remove burdensome regulations that shipped jobs overseas?

"But but but the environment?" say those who still buy products made in China that hurt the environment. We should just produce the stuff you are going to buy anyway here in America.

Isn't it government sponsored propaganda? (Yes China and Russia do that, but...)

The effort to counter China’s ‘malign influence’ would fund negative coverage of China’s Belt and Road Initiative—while also beefing up the U.S.’s international lending.

A tech and manufacturing bill currently moving through Congress allocates $500 million for media outlets to produce journalism for overseas audiences that is critical of China.
Maybe we are countering the cash that China funds various US news publications and broadcasters to push their propaganda.

China Daily paid the Los Angeles Times $340,000 for advertising campaigns between May and October 2020, according to a disclosure the Chinese-controlled entity filed under the Foreign Agents Registration Act (FARA). The outlet also paid The Wall Street Journal $85,000, and Foreign Policy Magazine $100,000, for advertising campaigns, the Daily Caller News Foundation reported Sunday, citing the disclosures.

...
China Daily also paid the Los Angeles Times $110,000, The Houston Chronicle $92,000, and The Boston Globe $76,000 for printing costs between May and October 2020 as part of the advertising campaign, the financial disclosures show. The Beijing-based outlet paid several newspapers a total of $1,154,666 for such costs, the Daily Caller News Foundation reported.

OP should have said, "Congress proposes $500 million for producing negative news of China, my country."

What is so interesting about China? If you were born into a rich family in China, you have it made. You will have an easy life. But if you were born into a poor family, chances are you'll stay poor. In America, there is always a chance to better your life. That's the reason so many people came to Hawai'i in 1946 when Hawai'i was a territory. They figured Hawai'i will become another area to live whereby U.S capitalism can thrive. The land of opportunity. That was their thinking when Hawai'i was advertised as coconuts, hotels, agricultural land, and tourism. They viewed Hawai'i as expanding and so anybody can prosper if they jump on the band wagon of tourism. The idea that opportunity would turn a poor person into a rich one was held strong. With an education.

What exactly are they advertising? What propaganda? Running ads in newspapers is not exactly new.
When it's Germans or Brits, nobody cares...

Well, it's clear who the Wumaos are around here. Or just useful idiots (a communist's best friend, until the purge begins).
There are no concentration camps in China, no matter how often you repeat that propaganda. You are a useful idiot to Washington, which has many more bioweapons and bioweapons labs than China. In fact, Covid-19 might as well have been developed in one of those US labs in Kazakhstan and then deliberately shipped to Wuhan for the military games.

This new article shows what a fascist bully the West has become, the Chinese are becoming the Jews of the 21st century.

The media manipulation has been going on for years.

A new example from the Canadian CBC.
It has to do with a program on Western influencers defending China on the Internet. You know, wumao, shill, bla bla bla

So, they interviewed a well-known influencer by the name of Daniel Dumbrill, whose YT channel has many followers and whose content is even occasionally used by Chinese government in press conferences.

The interview lasted for like 20 minutes, the guy explained his views really well. But in the final program the CBC only used 3.5 seconds of it, and that on a short sentence quoted totally out of context, basically coming across at the opposite of what he actually said.

But he has published the entire interview with the rogue journalist named Steven D'Souza now so that everyone can watch how the propaganda is made:

So you keep telling us.

Many of us have agreed with you.

Then we point out that China also does it and we're laughably told that China doesn't do propaganda.

I have not said that they don't do it, I said something like that they do little because they are not good at it and they don't have much of an audience, not least because of the language barrier.
Compared to the Western propaganda machine the Chinese one is really peanuts.

And there is the question as to what constitutes propaganda. In the West people call everything propaganda that comes from Chinese media, even though they overwhelmingly say the truth. Very much unlike the NYT, WP, CNN etc. The West considers anything propaganda that China (and also Russia) says to refute Western propaganda against it.

There was a video on this yesterday:
