There is a simple explanation, people who genuinely don't want a vaccine (and perhaps have underlying medical reasons for it) will go with the easiest option. A philosophical exemption. A philosophical exemption doesn't require a doctor's appointment, just to check a box, and state a reason.
When California removed that, all of them turned to doctor's for medical reasons, some of them got it. We're told by the left to trust your PCP, so it's asinine you're insinuating their PCP is lying.

I think people are so brainwashed that they literally cannot comprehend a world where people are permitted to make their own medical decisions.

Since you want to take things "literally" then yes technically California does allow Medical Exemptions. But will you then agree with what has been pointed out to you by several people?

Schools also must keep a 95% immunization rate or they also get investigated. So even if a parent is able to get one, the school may deny it.

Yep..that is the other side of the coin that hasn't really been touched upon, and again the State controls. Once you go through all of the efforts the school could still say that it is not accepted and you are practically back at square one.
