Apparently, when a country establishes itself as a legal independent international entity, it is supposed to demarcate its borders with its neighbors and results of that are recorded at the United Nations, making that country borders and independence legit.
Kazakhstan, in that manner, demarcated its boarders with China and Russia and submitted all according data to the UN. It is generally accepted international procedure.
On April 7 2014, Ban Ki-Moon, UN Secretary General, sated that, since 1991, after dissipation of the USSR, Ukraine NEVER demarcated/ registered its borders with the UN.
According to Ban Ki-Moon, because the Ukraine does not have any official borders within the international laws, it is not possible to discuss any separatism (by breakaway regions), as forced change of its border line.
Shocker.
Even better. As the Ukraine did not demarcate its borders and had them registered, as a new country, previously being part of the USSR, it, legally, is part of Russia, with Russia being legitimate heir to the USSR territory. Particularly, considering that Russia paid off ALL of the USSR international debt, including that by the Ukraine, which didn't pay a penny.
Shocker again.
Go check. Check in the UN statutes and Ban Ki-Moon April 7 2014 statement.

Source? I searched for the statement you referenced and can find none.
I did stumble upon this release related to Crimea and reference to the UN calling "...on all States to “desist and refrain” from actions aimed at the partial or total disruption of Ukraine’s national unity and territorial integrity, “including any attempts to modify Ukraine’s borders through the threat or use of force or other unlawful means.”

Here is his assessment of it today:
Quote:
“Russia’s invasion of Ukraine is an outrageous act that demands an immediate and decisive reaction by the international community. There is no justification for this unprovoked attack on an independent state. President Putin will find himself an international pariah if he persists on this course, and civilians on both sides will pay the price for his aggression.”
