She claimed that it is NATO’s position that the Ukrainian people are victims of a war atrocity, irrelevant of whether we are in a war with Russia that’s nothing offensive to say we are with the people who have faced casualties. In Defense of NATO, she said the United States stands with the people of Ukraine. I don’t see how that is the same as saying Ukraine is part of NATO. It is clear NATO is not on Russia’s side and we side with Ukraine. That is ok to say . It isn’t the same declaration as saying NATO is in a state of war with Russia.
US also sends money and military equipment to Israel and not to Palestine for decades and remarkably Palestine is beyond displeased over that but are they at war with US? No

As DJRob pointed out, the White House had to change her transcript to clean it up for her - just like the Soviets would airbrush people out of photos, Joe's handlers had to alter her words.
She said what she said and the way that she said it was that Ukraine was a part of the NATO alliance.
P.S. Did you see her laughing when talking about Ukranian refugees? Did you see her describe the conflict with the mentality of a 2nd grader? She is a real winner.
