Wrong. Your "world" is only the West. Most of the world doesn't agree.
Nor does it matter to Putin what fools in the West say.
If there is any war criminal in all this, it is the Ukrainian Nazis that use civilian as human shields, bomb hospitals, etc.

People who have been called war criminals, have in fact ended up in front of courts, and occasionally hung. Putin seems to be willing to take this further then is going to be good for him or his people. But its also important that the people around him know how the world sees him. Its important for his people to see this too.

Calling someone a war criminal is irrelevant. It has to be proven in a tribunal or court.
Putin is not a war criminal. War is not the same as war crime.
So far, war crimes have been committed by Ukrainian nazis.

Biden called Putin a killer a while ago. There were some vapors from Russia over that, then it got patched up. I don't think Putin's murderous style of bullying others is anything new to the international community. But unless he is captured in a military confrontation (war with NATO), such words are just a telenovela.

Not to make Putin even more angry and off his rocker? Not to make Putin feel like he has nothing to loose?

Or because it has no real effect except making diplomacy even harder? And because it would make a final peace deal even harder - imagine for instance the press saying "how can you negotiate with a war criminal Mr. President"?

Any number of reasons really.

Why is he a war criminal?

Bush wasn't a war criminal for Iraq.

Clinton wasn't a war criminal for the hostile aggressive US/NATO action in Yugoslavia.

I got bombed twice in one day. Once by the Americans and once by the Canadians. That was like deja vu since the same thing happened when I was in Iraq.

Had the Republicans not blown their wad on Monica, Clinton would have been impeached for Iran-Bosnia or Iran-Kosovo or both and convicted. What Reagan did wasn't exactly legal, but it wasn't exactly illegal either. There was a grey area that Congress closed afterward, so what Clinton did was illegal.

And what Clinton did was take your tax-dollars and give them to the Pakistanis to buy weapons from Evil Iran to be shipped to Albania where Evil al-Qaida lieutenant al-Zawahiri smuggled them into Bosnia and Kosovo after the CIA and Iranian VEVAK inspected the shipments to make sure there were no man-portable air defense missiles in the shipments.

You might wanna read the unclassified parts of the Senate Intelligence Committee report or the House Intelligence Committee report or both. And then you'll understand why Senate Republicans shot down Neo-Con Tony Lake's bid for CIA Director, since he orchestrated Iran-Bosnia and Iran-Kosovo.

And just in case you're not clear on the concept, that means the US was in bed with al-Qaida right up through 2001, because not only was al-Qaida smuggling weapons for you, they were facilitating illegal talks between the Clinton and Bush Administrations and the Taliban, and the last meeting was July 2001.

Ironically, al-Zawahiri was killed in a drone strike, I believe it was in Pakistan, and civilians were killed, but it's okay because the US said so.

The reason the US/NATO committed war crimes in Yugoslavia was Phase I of the Drive Russia Out of the Mediterranean Game.

Phase II was the US/NATO bombing of Libya and the illegal overthrow of the Libyan and Tunisian governments.

Phase III is Syria.

And all those civilians killed in Iraq and Afghanistan? That's just collateral damage. The US said so.
