In fact California’s total fertility rate is 1.5 per woman which is less than the nation over all.

I checked the average fertility rate for the entire Western Hemisphere (North and South America) and it came to less than 2.1, which is required to keep a population stable.
Calif. lower and middle income parents can't afford to have kids in this state as everything is so expensive. The poor and illegal aliens manage to have them though as their living costs are supplemented by the rest of us. Many Californians on welfare to.

As for birthrates.

Agreed, and we have had to built many new schools to accomodate the kids of illegal alien parents and hire Spanish speaking teachers. Let's turn those schools into living quarters for our American homeless until they can get on their feet and support themselves.

So you're an illegal alien and proud of it? Yes, your anchor babies have been deemed birthright citizens but only by a PC policy. The 14th Amendment says otherwise. You're right, because of that farce we can't deport your kids but if you are deported you wouldn't take your kids with you? If so, then you aren't a loving parent. There is no law that you can't take your American born kids with you. Are you also teaching your kids it's ok to break laws and take from others what doesn't belong to them? The apple doesn't fall from the tree, you know.
