USAID is known to manipulate and bribe governments, even being involved in regime change activities.
Also, if you don't want to help without getting anything in return, just don't help at all.
Not to mention that in the case of the US it is never "help" to begin with. Everything the US does is highly egoistic in nature.

We are talking about how "negative" Pakistan's experience is with the US. Not so negative as to keep them from accepting billions of American dollars, though.

Again, the US only gives something in order to get something. In the case of Pakistan probably in order not to alienate Pakistan which has lots of nuclear bombs and is an enemy of India.
Not to mention that the US wants to buy Pakistanis in order to drive a wedge between Pakistan and China. The Balochistan province is an important piece of the puzzle. The US is supporting separatists there, just like the Uyghurs in Xinjiang, and various other ethnic separatists in other countries.

The extremely mild support of Balochistan independence, if it can even be called support, is nothing more than a shot across the bow to Pakistan, letting them know the US is not happy about their recent decisions in the region, mainly cozying up to the Taliban.
The entire region is incredibly nuanced and the diplomacy needs to be handled very delicately. It’s not surprising to see a country like the US take actions that look contradictory to one another. But it’s actually just a form of stick and carrot, trying to find the best way forward in order to advance your goals.
Back in 2018, when this guy was running for office, I was working for a Pakistani-owned firm. The boss, his American-born son, also working at the company, and I took an Uber to and from a meeting one day. The Uber driver on the way back turned out to be Pakistani as well, and they began to chat about the upcoming election in their country.
The son explained to me that there was a lot of controversy because Khan was a former cricket player and some people didn't think he was qualified to run. The discussion between them continued until we pulled up to our building, when the Uber driver finished it with, "Well, it doesn't matter, because whoever wins the election will be whoever the United States wants to win the election."
