It was not used to terrorize Ukrainians, it was to terrorize NATO telling them that the existing Reagan Star Wars weapons are useless so don't get in Russia's way.
For the Ukrainians it is just another building being destroyed there just isn't opportunity for counter battery fire or shooting down one of the attacking aircraft
Russia is actually terrified of what the USA can do to them. The difference between the USA and Russia/China is that those countries make wild claims about their military capabilities with big military parades with plastic weapons that look real being towed around.
The USA keeps things secret and even under-report the performance of their weapons.
We were testing hypersonic missiles well before the Russians or Chinese. However we decided they weren't really necessary because neither of them could interact the ballistic missiles of the time.
Even now, our biggest issue isn't coming up with hypersonic missiles to match their's, but coming up with ways to intercept their's.
What concerns me is the possibility of them using this on civilians. Of course, I am just as concerned about all the other weapons being used against civilians. Putin's war is a disgusting, unnecessary mess and unfortunately, civilians are suffering unspeakable horrors as a result.

The US has hypersonic missiles, as for some of the claims made by Russia regarding weapon systems, they are often grossly exaggerated.

Given Europes track record, I'd say that nukes prevented WW3 and by now, probably WW4. So looking at the costs of WW1 and WW2....probably a bargain.
