House member Rep John Larson (D) of Conn. has introduced the Civic Duty to Vote Act (H.R. 7536), which would mandate that all registered voters vote in federal elections. Specifically, it will, "...require each eligible citizen to appear to vote in each regularly scheduled general election for Federal office, and for other purposes".

One thing I find interesting is that it requires each eligible citizen to appear to vote. Does that mean mail-in ballots are not allowed?

Those who don't vote will be fined a "civil money penalty" of $20.
There are some outs:
(A) An individual is unable to receive or return a ballot in such an election because the individual is not registered to vote in the election in the State after a good faith attempt by the individual to register to vote in such election.
(B) An individual is unable to appear to vote as a result of an emergency.

(C) An individual is unable to comply with the requirements of subsection (a) due to sincerely held religious or personal beliefs.

(D) An individual was unaware of the individual’s eligibility to vote in any such election.

It'll be interesting to see how this moves along. I predict it dies quickly.

Voting is our Right just as we have the Right to Free Speech, we also have the Right not to listen. How do they know that when a person refuses their Right to vote that they are actually exercising their Right NOT to?

Along with this Bill, is there a section that requires each ballot to have another option under the Dem and Rep candidates that reads "I'm not voting for either of these Bozos"? We could call it the indifferent miscellaneous clause.

The Dems know that until they can get the 20million+ illegal aliens already in the country a vote then they are still going to have to get clever with vote counting. I'm surprised that they are not pushing for mass mail in voting and eventually we are all going to be voting from our phones. What could possibly go wrong with that?

Australia does this and still I think they never broke 85% turnout. Most of those others just willingly pay some sort of fine for not voting

I don't think that would turn out the way they wanted.

Those who don't vote .... don't lean liberal. Just saying.

[Aside from the obvious issues with a bill like this]

Thousands of bills are introduced each year that go no place, fast. The creators and sometimes the cosponsors, if any, claim sponsorship as an accomplishment. It’s bipartisan.

LOL, Democrats. Always admiring what happens in other countries and always assuming that anything that happens outside of the US is automatically “better” since they hate the US that much.

This wouldn’t drive turnout, but they don’t care.

Seems to be right down the Progressive Playbook. When all else fails mandate everyone into compliance.

What is also interesting is that it requires citizens to appear to vote....and "for other purposes". What other purposes could the Government come up with that would require a person to appear?

Yep, I think this bill will die a quick death.

That is not true.

Elections Clause

The Elections Clause is the primary source of constitutional authority to regulate elections for the U.S. House of Representatives and U.S. Senate. The Clause directs and empowers states to determine the “Times, Places, and Manner” of congressional elections, subject to Congress’s authority to “make or alter” state regulations.
