Immigrants in the past generations managedto learn English and graduate from school if they came here as minors. So these children/teenagers should be able to step up and do the same!

IMO, all immigrants need to already have passable English skills in order to migrate here. The problem is that we have far too many illegal ones coming here that don't and refuse to learn English and even if they do they refuse to speak it out in public.
My state has all kinds of ESL classes in public schools and have for the last 50 years. Kids are taught in their native language so they don't fall behind as they learn English.
DD taught at a school that had 75+ different languages spoken. She tutored them again in English during their lunch time. That meant she provided them with lunch. She was not unusual.

Yes, but these kids are being asked to reach a much higher level of English mastery than that. Many of them likely have no family members capable of passing a high school exit exam in Spanish let alone English. It's no wonder they're having trouble with this.

ESL starts in kindergarten. This girl had 3 years of English instruction. And she had access to more at the community college level.
Let's just say that if I moved to Argentina, I'd make sure I could speak Spanish (actually, I already do). If I moved to Brazil, I'd learn Portuguese. If I moved to France... French. Iceland... Icelandic. Etc.
If I did not want to learn the language of the nation to which I moved, then I must not have been all that interested becoming part of that culture/nation. Which means I shouldn't be moving there in the first place.
It's too bad that name has been demonized. It's really quite a lovely sounding name. Much prettier than the typical female name today. Then again, I'm biased: my first girlfriend was named Karen. That was right around the time of the signing of the Magna Carta, before Karen was synonymous with Lucifer (the ultimate whiner).
