I think the real question should be, WHY are children being conceived in these cases to begin with? Does God truly have a hand in each one or are we more like production line factories?
God started it but has let it go on out of control since the beginning, so murderous tyrants like Hiter and Stalin were born for starters. It all started when Cain killed Abel.

I don't see why those thing matter, logically. If we performed a DNA test on an 18 year old and discovered that the person was in fact conceived through incest, rape, or both, do we have a right to kill that person? Of course not.

Not everyone believes in God, or Gods. So, no, not everyone believes that God creates all new life, or any life.

Who “passed judgement” on Lizelle Herrera?

One of the pieces states, “The district attorney had presented the possible murder charge to a grand jury last month, leading to her indictment and arrest”.

The other piece states a legal opinion that Lizelle Herrera has legitimate reasons to sue the hospital and its staff, for HIPAA violations, & possibly for malicious prosecution, & the sheriff's office and its staff, for false imprisonment and 42 USC 1983 federal civil rights claims.

So again, who “passed judgement” on Lizelle Herrera?

Stupid stupid stupid. As Dirty Harry noted, youse has to know your limitations. Out of state is out of state. Drop this lose-lose harebrained scheme.

Exactly, what had happened that made people initially believe she'd committed murder?

No one who is not involved knows the whole story. No one will know unless she, or someone close to her, talks or sues. Why do you believe in judging others without knowing anything? Your question is silly.
