Giving him the benefit of the doubt being that his hometown had one of the deadliest mass shootings in Texas history (followed by Sutherland Springs Church shooting and Luby's shooting in Killeen) and that also the community of Uvalde shares the same demographics as his hometown.
I won't doubt his sincerity here, but he probably picked the wrong forum to do it in and the Uvalde mayor not backing him certainly looked really bad.
It is both. He is right in what he said but what we are all seeing from the left, right, etc. is all political theater. What Abbott is saying about "thoughts and prayers" is political theater. What Beto did, was political theater as well.
He's a joke to both parties, but the opinion of his stunt will fall predictably across party lines.
Dems will say it was a positive and necessary thing.
Repubs will say he was using the shooting as a political stunt.
