No the US Intelligence agencies started to investigate Trump because when they were spying on Russian Intelligence, they kept finding multiple communications between Trump Tower and Russian Intelligence...
the whole thing started because people in the Trump campaign certainly made it look like there was
something going on between the Trump campaign and Russian Intelligence.

And there were multiple people in Trump's orbit that had multiple communication and connection to people in Russian Intelligence.


And Mueller's report said that it did not exonerate Trump.
