Marching on the streets in protest is legal, and if they have permits to do so if the city requires it.
Intentionally blocking streets is not legal, not even "technically". These people are planning to intentionally block streets.

It would be terrible if the freedom rioters were invited in by storming the marble palace and started screaming to hang Clarence Thomas, hang Clarence Thomas, and then one of them charged the police line and got put down. Horrible for someone to be murdered in cold blood by the tyrannical state for just exercising their right to assembly. It most definitely would not be a case of play stupid games, win stupid prizes.
And yet it'd still be a picnic compared to the 2020 mostly peaceful summer of love.
