1. No one can buy a gun if they are under 21. (And they can not service in the military until they are 21 too.)
2. Universal Background checks except between nuclear family members. The person who bought the gun is responsible for misuse by his family members if he did not keep it locked up.
3. All states that issue medical marijuana cards must inform the feds of who they are so they can be stopped from buying a gun as they are chronic pot users. (Pot or buy a gun, pick one, can not have both.)
4. Police, schools and doctors need to get a court to order a Baker hold on anyone who comes across as nuts. At least that will get the person evaluated even if they do not get committed and maybe the Baker hold itself will scare them enough to behave.
5. National gun registration. That will put a big brake on the straw purchases. They will know who bought the gun and will come looking for you as to why you did not report the gun stole OR sold to someone else.
6. Lastly, no more commercial 223 ammo can be sold. If you want to shoot your gun you have to buy shells, bullets, primers, and powder and make it yourself. You can not make it and sell it to anyone else.
