For those who don't know, bees are essential to our agriculture. If we lose bees, we're in a world of hurt as far as growing food crops. We will starve. Forget this economy, if we wipe out bees, we will literally starve.
I kept bees for a few years (well, they kept me, actually) and I also find this just flat out weird.
When the people are in decision making positions come up with something this stupid, you really have to wonder.
What? they couldn't make a carve out for the bees or a new reg applying to bees only? What is wrong with these people.

Bees are such an amazing species ..... I loved them beyond the beyond and miss them to this day. But make no mistake. They are work. A lot of work. Bees are agriculture, not a fix it and forget it hobby. You have to manage bees, stay ahead of them.

Here’s the scary part about this story. In its most basic form, a sitting court judge redefined a word to suit an agenda. Such a tactic used in this manner may be for a “good cause” but is doing so in the wrong manner and if precedent is set then other court judges may try to alter the definition of other words to suit their own personal agenda. This is a step towards judicial tyranny.
