He's not building anything. Most of that money will end up in Putin's hands unfortunately. The weapons we send are often sold on the black market. Some of them will inevitably find there way back here. Biden may very well be a Putin plant.
The less Biden does, the better off the world will be. Now is the time for Europe to sort out it's mess. They absolutely can do it, if they want to join forces and work as a force of good in this world, instead of just talking about it.
Another poster in another form alluded to our country's payments to Ukraine to be extortion by Zelinskey to bribe old brain-dead Biden and his corrupt band of merrymen. Money in exchange for Zelinskey's silence regarding the questionable dealings that this ethically bankrupt family had with Ukraine. I'm beginning to think that he or she may be onto something.
And for those of you who don't think we're in a war, think again. Indirectly involved, perhaps, but we're in it.

Biden will continue to throw good hard earned money into Ukraine money pit, even knowing it's futile. Ukraine can never beat Russia in a war regardless of how much Biden pumps into that black hole. Putin will never relent until he has as much of Ukraine as he wants, which Putin regards as Russian territory anyway.
Maybe next time the U.S. will think twice about creating and propping up a pro-West government bordering Russia, on former Russian soil, but I doubt it.
There are states that could use that money to help them with various ailments like homelessness like California or underpaid education staff like Oklahoma.
Oh nevermind money probably get wasted on something else once handed out.
