This is true.. but local law enforcement is being heavily influenced by nationwide Leftist ideology & influence.
Soros targeting district attorney elections with large campaign donations, nationwide influence of law enforcement defunding, nationwide influence of altering bail laws.
You're correct that law enforcement is ultimately a local issue, but in a lot of American cities it's being surgically influenced and deconstructed by a nationwide strategy/philosophy of the Left. So I think it's fair to blame specific national leaders..
Personally I think Biden is more of a cheerleader on behalf of the Left, than a real philosophic leader or culprit, but..
