Besides being similar to a check point what if does misinterpret a result and a person can't use their car. I abhor drunk driving/drivers at the sametime not a fan a checkpoints. Why should the innocent always get stuck paying the price for those that break the law with regularity being most drunk drivers drive drunk about 50-70 times before being caught.
And drunk drivers or drunks like most addicts will find a way to feed their habit get high even if it's criminal. They will find ways around it. It' might take time but they will. Criminals do what criminals do even with laws and things intended to stop them. When there is a will there is a way.
